Speaker Biographies

Mr Wong Ming-yam, SBS, JP
Chairman, ASTRI

Mr Wong Ming-yam is the Board Chairman of Hong Kong Applied Science and Technology Research Institute Company Limited. He also chairs the Board of InnoLink Investments Limited and serves as a Director or Non-Executive Director for a number of technology companies. Previously, he had been the Chief Executive Officer of Elec & Eltek Display Technology Limited and Senior Vice President of Royal Philips Electronics.

Mr Wong is currently the Honorary Chairman of both Hong Kong Electronics & Technologies Association, and Hong Kong Critical Components Manufacturers Association. Passionate about developing innovation and technology as well as serving the community, Mr. Wong has been associated with several Government Boards and Committees over 35 years. He was a member of Innovation and Technology Fund Vetting Committee as well as the Assessment Panel of Small Entrepreneur Research Assistance Programme (SERAP) of Innovation and Technology Commission (ITC), HKSAR Government. He was also the Council Member & Deputy Chairman of Hong Kong Productivity Council, a Director of Hong Kong Science & Technology Parks Corporation, and an ex-officio member of the Advisory Committee on Innovation and Technology of the HKSAR Government.

At present, Mr Wong continues to contribute in a number of public service roles linked with Government’s Innovation and Technology initiatives. He serves as a member of Enterprise Support Scheme Assessment Panel under the Innovation and Technology Fund; the Chairman of the CreateSmart Initiative Vetting Committee, CreateHK, and an ex-officio member of the Committee on Innovation, Technology and Re-industrialisation of the HKSAR Government.

 

Mr Nicholas W Yang, GBS, JP
Secretary for Innovation and Technology HKSAR Government

Mr Yang has been Secretary for Innovation and Technology of the Hong Kong Special Administrative Region since November 2015.

Mr Yang graduated in 1977 from the California Institute of Technology in the United States with a Bachelor of Science in Electrical Engineering and Applied Mathematics. He pursued further studies at Stanford University and obtained a Master of Science degree in Electrical Engineering in 1978 and a Master of Business Administration degree in 1982. Mr Yang worked as a senior design engineer for Intel Corporation in 1978 and later as a strategic management consultant for Bain & Company.

After returning to Hong Kong in 1983, he joined Shell Electric Mfg. (Holdings) Limited as its Executive Director and Deputy Group Managing Director until August 1999. He took up various posts in several technology, venture capital and private equity firms from 1999 to 2003. Mr Yang worked as the Chief Executive Officer of the Hong Kong Cyberport Management Company Limited from October 2003 to February 2010. He was Executive Vice President of the Hong Kong Polytechnic University from March 2010 to February 2015. He was appointed as Non-official Member of the Executive Council and Advisor to the Chief Executive on Innovation and Technology in March 2015.

Mr Johan Bergqvist
Bergqvist CEO, Smart Secure ID AG

Johan Bergqvist has accumulated over more than 20 years working in the world of education, technology and finance. He began his career as a maths and science teacher and this foundation has shaped his interests and reputation as an innovator and founder of numerous digital learning and management systems.

Early in his career, Johan was commissioned by the city of Skellefteå and the Swedish government, to develop Troxoz, a multimedia program that was supported by Volvo, Ericsson, Microsoft, Compaq and Liber AB, the leading Nordic educational publisher. This work led him to become the founder and CEO of Libendo Education, the market leader in Nordic e-Education material in partnership with among HP and Atea.

Johan worked with PwC, Lingfield AB, Handelsbanken and Liber AB, and further broadened his expertise to include business reconstruction, mergers and acquisitions, taxation, business law, and corporate accounting. His experience across Europe, the Middle East and Africa expanded significantly while working as a manager with Avaros in Zurich, where he was responsible for business development and expansion.

In 2017 a Smart Secure ID Daughter Company was set up in Hong Kong. High accomplishment was achieved with ASTRI (Palm Fusion ICT Gold Award Winner (Hong Kong) in the beginning of 2018. The Palm fusion sensing device was deployed in Smart City Innovation Center of HK Science Park and implemented in German factory in the same year.

Today he focuses on ensuring steering Smart Secure ID AG towards a commercial Unicorn-success.

Mr Derek Chan
Founder, Master Concept

Derek Chan is a Director & Co-Founder at Master Concept Group. He has over 18 years of I.T. enterprise management with solid experience. He provides deep cloud product expertise needed to lead the organization and make strategic product decisions in Asia. Master Concept Group helps over 1500 companies across APAC region modernize their application, architect and implement digital transformation strategies towards cloud computing.

Mr Joe Chan
CEO, Advstar Laboratory

Dr. Joe C.L. Chan is the Chief Executive Officer of Advanced Security Technology and Research Laboratory Company Limited (AdvSTAR Lab). Prior to the establishment of AdvSTAR Lab, he was the Director, Information Security of the Hong Kong Applied Science and Technology Research Institute founded by the Hong Kong Government and Adjunct Professor in the Hong Kong Polytechnic University.

Dr. Chan was devoted to the research and development of numerous data processing systems. These research and development activities include cryptosystems, DRM reverse engineering, semantics database systems, and etc.

Dr. Chan obtained his PhD degree in Electronic Engineering from City University London. He is also the holder of CISSP and CISA. Currently, he is the Vice-Chairman of Research in Cloud Security Alliance HK Chapter.

 

Dr Toa Charm
Group Chief Marketing Officer, TNG FinTech Group

Dr. Charm has over 30 years of management, marketing, consulting and executive education experience in innovation and technology industry.  He held senior management positions in leading multinational, Hong Kong and mainland technology and financial services companies including Cyberport, HSBC, IBM, Oracle, Kingdee and Jardine Pacific. Dr. Charm specializes in FinTech, AI/Big Data, digital economy, business strategy and model innovation, digital tech entrepreneurship and emerging enterprise internationalization.  

Dr. Charm has just joined Hong Kong-based TNG FinTech Group in Dec 2018.  His main duty is to lead the global marketing function of the Group and steer the strategy of the Wall Street Factory for the Group to empower FinTech companies worldwide to serve the rapidly-growing and attractive financial inclusion market in Asia.   During his last 3 years with Cyberport, he led his team to establish and cultivate a world-leading digital tech ecosystem in Hong Kong with 1,200+ digital tech companies from 30+ countries.  These companies have raised over HK$7 billion in the market.  300+ of those are FinTech companies and the rest of them are AI/Big Data, Blockchain, eCommerce and IoT/Wearables companies.  Before joining Cyberport, Dr. Charm was the Managing Director of Oracle/Hyperion in Greater China and the Associate Partner of IBM Global Business Services.  Dr. Charm is active in the FinTech and AI/Big Data industries and communities in Asia Pacific.  He acts as advisors and mentors for enterprises, start-ups, universities, non-profit and government bodies, and professional and business associations in Hong Kong, Greater China and Asia Pacific.  

Dr. Charm holds a DBA (Doctor of Business Administration), an MBA and a B.Sc. degree.  He was presented the “2018 Outstanding CityU DBA Alumni Award” by the City University of Hong Kong.  Dr. Charm completed senior executive programs from Harvard, MIT, UC-Berkeley and CEIBS.  He also finished a MIT’s Big Data/AI Certification program and a TDWI Certified BI Professional program.

 

Mr Hugh Chow
Chief Executive Officer, ASTRI

Mr Hugh Chow has been appointed as the Chief Executive Officer of ASTRI, effective 15 January 2018. A veteran of nearly 25 years in the technology landscape, Mr Chow has extensive experience of executive and engineering management holding senior roles in private and public companies.

A Hong Kong native, Mr Chow started his professional career in Canada in 1993. He gained rich international experience particularly in North America and in Greater China. Mr Chow has vast experience, leadership strength and track record in general management, covering finance, operations and R&D roles in start-ups as well as large organisations in the technology sector.

Having served in a number of senior engineering and management positions for several years, he co-founded ViXS Systems Inc. in 2001, where he served as Vice President, Chief Operating Officer, Interim President and CEO. He led the expansion of ViXS into the US, Europe and Asia, including the establishment of an R&D centre in Hong Kong Science Park in 2007, and took the company public in 2013. In late 2016, he co-founded Pool Global Partners Inc., a venture capital investment firm specialising in artificial intelligence, big data and digital health, etc., and served as the Managing Partner.

Mr Chow is an inventor for more than 10 US patents. He attained Hong Kong Canada Business Achievement Award in 2014 and the ACCE International Business Entrepreneur Award in 2007.

Mr Chow holds a Bachelor of Science degree in Electrical Engineering from the University of Hong Kong, and a Master of Science degree in Electrical Engineering from the University of Colorado in the United States. Mr Chow is also a Transport Canada licensed pilot, a marathoner and an Ironman triathlete.

 

Mr Nelson Chow
Chief Fintech Officer, HKMA

Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia.  He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis.  Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region. He holds a Bachelor of Science degree from the University of Auckland and a Master of Science degree from the Hong Kong University of Science and Technology.

Dr Justin Chuang
VP, Next Generation Network, ASTRI

Dr Justin Chuang joined ASTRI in December 2011 with nearly three decades of experience in research, teaching, development and engineering in communications technologies.
He received BSc in Electrical Engineering from National Taiwan University in 1977, and MSc and PhD, also in Electrical Engineering, from Michigan State University in 1980 and 1983 respectively. He was elected an IEEE Fellow in 1997. Dr Chuang has held various positions in several multinational organisations including Broadcom Corporation, AT&T, Bellcore, and General Electric. Furthermore, he has also served as Professor in the Department of Electrical and Electronic Engineering of the Hong Kong University of Science and Technology (HKUST) from 1993 to 1996. Dr Chuang is experienced in taking research through engineering to commercialisation for wireless and cellular systems, from chipsets to platform solutions.

In the 1980s, he studied personal and mobile communications at GE and Bellcore (Telcordia, now a part of Ericsson) when modern digital wireless communications technology was at its infancy. One of his publications, published in 1987 on the delay-spread effects for digital modulation in such environments, was selected as one of the papers in the single-volume retrospective of the most notable works over the half century of the IEEE Communications Society: “The Best of the Best – Fifty Years of Communications and Networking Research”, published by the IEEE.

The 1990s saw Dr Chuang active in teaching and research in Asia and involved in development of cellular systems for 3G and more advanced technologies. At HKUST, he established the academic and research programme in wireless communications and actively supported R&D activities in Taiwan and the Chinese Mainland. From 1996 to 2001, he was with AT&T Labs where he worked closely with AT&T Wireless on 3G systems evolution based on EDGE and WCDMA. He helped propose an OFDM-based system as a 3G alternative in 1997, which was a decade ahead of its time, similar to the 4G systems being actively pursued today.

In 2001 he started his career in development and engineering in the IC industry, which is crucial in bringing wireless services to affordable consumer units, first as the Chief Scientist of Mobilink Telecom and later with Broadcom following its acquisition of Mobilink in 2002. Before joining ASTRI, Dr Chuang was a Senior Director at Broadcom where his team was responsible for providing modem software and platform support for Broadcom’s mobile communications chipsets from its inception.

At ASTRI, Dr Chuang and his team are leveraging the collaborative efforts among government, industry, university and research organisations to drive the advancement and commercialisation of enabling technologies for 4G and beyond.

 

Prof Henry Chung
Assistant Head and Professor, Department of Electronic Engineering, City University of Hong Kong

Professor Henry Shu-hung Chung received the B.Eng. degree and the Ph.D degree in electrical engineering both from The Hong Kong Polytechnic University, Hong Kong, in 1991 and 1994 respectively.  Since 1995 he has been with the City University of Hong Kong.  He is currently professor of the Department of Electronic Engineering and Director of the Centre for Smart Energy Conversion and Utilization Research, City University of Hong Kong.  He is Fellow of Institute of Electrical and Electronics Engineers (IEEE) and Hong Kong Institute of Engineers (HKIE).  His research interests include renewable energy conversion technologies, lighting technologies, and machine intelligence for power electronics systems.  He is currently Editor-in chief of the IEEE Power Electronics Letters, and Associate Editor of the IEEE Transactions on Power Electronics and the IEEE Journal of Emerging and Selected Topics in Power Electronics.  He has received numerous industrial awards for his invented energy saving technologies.

Mr Liam Gilligan
Head of eXellerator, Standard Chartered Bank Hong Kong

Liam Gilligan is the Head of Standard Chartered Banks Hong Kong eXellerator, SCB’s innovation lab setup to accelerate development of customer centric solutions. Liam is an experienced business innovator, with 15 years’ experience across both startup and large corporate in innovation, product development, business development, strategy, and human centered design.

Prior to joining Standard Chartered, Liam ran the Innovation Lab for Commonwealth Bank of Australia in Hong Kong. Before CBA, Liam was the General Manager of Service Product Innovation at Telstra, Australia’s largest Telco. Liam was responsible for developing and testing new business models, products and services. Liam also ran Service Design and Operations for Telstra’s retail footprint and was product lead for several new service businesses in the Telstra portfolio.

Before Telstra, Liam led Business Development, Product Development and Operations at Gizmo, an IT services startup, which appeared twice in BRW fast starters list.

Mr Samuel Ho
CEO, Nova Credit

Samuel Ho is CEO of Nova Credit, a newly founded data intelligence service provider which offers credit reference services and innovative solutions for banks and financial institutions, and is committed to build a new financial credit platform aims to bring credit services into next level. Samuel has extensive experience in credit bureau, consumer banking and in-depth understanding with consumer credit lifecycle. He was among the first executives to introduce consumer loan business model into China market.

Ms Rachel Hong
Managing Director, Profit Peak Hong Kong Holdings Ltd.

Rachel Hong is experienced in display and image industry for 10+ years. Having received her BA education at UCLA from 2003 to 2006, Rachel acquired industrial experience in her LED backlight factory of mobile devices and TVs from 2008.  She started the development in panoramic stitching algorithm, 3D algorithm, video stabilization algorithm, face recognition from 2016 to present.
 
Rachel established Profit Peak Holdings Limited in 2017, which is a full suite AR HMD development company providing hardware and software solutions for businesses, brands and individuals. Her group has research and development focus on optical engine design, mechanical structure and backlight optical optimization.

Her vision is to build new worlds by blending holographic projections and digital content into your real-world surroundings and environment around you or within a new fully artificial space.

 

Dr Lucas Hui
Senior Director, Security & Data Science, ASTRI

Dr Lucas Hui has been appointed as Senior Director, Security and Data Sciences (SNDS), since February 2018.  He is responsible for developing strategic plans for the technology division which focuses on cybersecurity, blockchain technology, and big data analytics; building and leading R&D teams, as well as engaging customers and collaborators from both the industry and the Government.

Dr Hui’s research interests include information security, authentication services, network security, cryptography, and electronic commerce.  Before joining ASTRI, he was the founder and Honorary Director of the Centre for Information Security and Cryptography, and concurrently an Associate Professor in the Department of Computer Science in the The University of Hong Kong.  Dr Hui received his BSc and MPhil degrees in Computer Science from The University of Hong Kong, and his MSc and PhD degrees in computer science from the University of California, Davis.  Besides actively publishing research papers, he has strong experience in consultation work in security systems, and in industrial collaboration projects.

 

Dr MeiKei Ieong
Chief Technology Officer, ASTRI

Dr MeiKei Ieong joined ASTRI as Chief Technology Officer in January 2016. Before his appointment, he held various leadership positions in Taiwan Semiconductor Manufacturing Company and IBM Research. He holds a PhD degree in Electrical and Computer Engineering from the University of Massachusetts, Amherst and an MBA degree from the MIT Sloan Fellows Program at the MIT School of Management.

Dr Ieong has had rich international experience of managing large and complex R&D projects including marketing, commercialisation. He has published more than 100 papers in journals and conference proceedings and more than 80 patents. He has received more than 2,000 citations.

Dr Ieong has received many awards over his career such as IBM Master Inventor Award, IBM Outstanding Technical Achievement Award, and IBM Corporate Award. He is an IEEE Fellow in recognition of his leadership and contributions to Complementary Metal-Oxide-Semiconductor (CMOS) Device Technology.

 

Mr Sammy Kam
Technical Director, Octopus Cards Limited

Mr. Sammy Kam is the Technical Director at Octopus Holdings Limited. As the head of the Company’s Technical Department, he is responsible for overseeing Octopus system operations and the research and development of new products and services for Hong Kong and overseas markets.

Mr. Kam joined Creative Start Limited (later renamed as Octopus Cards Limited) in 1995 and has since been involved in the development, implementation and operation of the Octopus system. Before joining Creative Star Limited, he had worked in the software engineering departments of leading computer vendors, including Digital Equipment Corporation and Unisys China Limited.

Mr. Kam holds an MBA degree and a Master of Science degree in Information Systems Management. He is a Chartered Engineer, a Chartered IT Professional and a member of the British Computer Society.

 

Mr Peter Lam
Managing Director, Engineering of HKT

Peter Lam is the Managing Director, Engineering of HKT.  He is primarily responsible for the planning and operation of the fixed and wireless networks which support a wide range of quadruple-play telecommunications services including voice, data, broadband, interactive multimedia service, mobile and corporate customer projects in Hong Kong and overseas. With over four decades of service with the company, he has held senior positions in various functions including engineering, sales, product, marketing and wholesale business.
 
He was the Chairman of the Joint Utilities Policy Group (JUPG) from 2012 to 2015.  He is currently the Vice Chairman of the Communications Association of Hong Kong (CAHK) and a departmental advisory committee member, Department of Electronic and Information Engineering of Hong Kong Polytechnic University.

 

Mr Sunny Lee
Vice-President (Administration),City University of Hong Kong

Mr. Sunny Lee is currently Vice-President (Administration) at City University of Hong Kong.

He has more than 30 years of experience in business and technology management in Hong Kong and overseas. Over the last two and half decades, Mr. Lee has held a number of key C-level positions at major organizations including Hong Kong Jockey Club, Hong Kong and China Gas Company Limited and Bank of America.

Mr. Lee is passionate in serving the community.  He is Chairman of the HKMA IT Management Committee, Board Technology Committee Chairman of Hong Kong Applied Science and Technology Research Institute, Chairman of Hong Kong Public Libraries Advisory Committee, and Chairman of Hong Kong Education City. He is a former President of Hong Kong Computer Society and Council Member of Cornell University.

Mr. Lee has received many public recognition including the Asia CIO Award, China Top CIO Award and Hong Kong CIO Outstanding Achievement Award.  He was a 2008 Beijing Olympics Torchbearer representing Hong Kong’s technology achievers.

Mr. Lee is a Distinguished Fellow of Hong Kong Computer Society and Fellow of Hong Kong Institute of Engineers.  He holds a Bachelor’s and Master’s Degree from Cornell University.

Dr Qifeng Liu
Co-founder and CEO, FDT-AI

Liu Qifeng got Ph. D from Chinese Academy of Science with the major of pattern recognition and intelligent system. Then he worked for HK Financial Data Technologies, Yahoo! Lab, Samsung Lab and Powerlayer as chief data scientist/researcher. He published 20+ academic papers on IEEE/ACM and 20+ patents (7 US) over a wide field of artificial intelligence, big data, Fintech, computer vision, search engine/personalized recommendation. His recent techniques of Fintech are adopted by famous banks/securities of HK/mainland serving for fund managers and millions of customers.

Dr Wei Luo
VP, Foxconn Cloud & Network BG, and Director, Foxconn 5G Research Institute

Wei Luo is vice president of Foxconn Could & Network Business group. He heads the Foxconn 5G Research Center in Shenzhen, China. At Foxconn, he leads the 5G technology development and its applications in smart factories. Wei has slightly less than 20 years experiences in wireless and semiconductor industry. He started the career at Bell Labs at Lucent , and later joined Broadcom, RDA and Foxconn in that time order. He holds Ph.D. degree in electrical and computer engineering from University of Maryland, College Park and a B.S. degree in electronic engineering from Tsinghua University, Beijing.

Mr Charles Mok
Legislative Councilor I.T. Industry Representative

Charles Mok is the Legislative Councillor representing the Information Technology Functional Constituency, member of The Professionals Guild. He has been serving the ICT industry for 30 years. He is currently the Vice Chairman of the Professional Commons, Honorary President of the Hong Kong Information Technology Federation and Founding Chairman of the Internet Society Hong Kong.

Charles Mok is dedicated in fostering the development of innovation & technology in Hong Kong. A wide array of issues he pursues include Smart City, nurturing of tech talents, supports to start-ups, STEM education, review of outdated regulations, open data, privacy concerns, Internet freedom and information security.

Charles graduated from Purdue University  in the United States with his Bachelor and Master degrees of Science in Computer and Electrical Engineering.

 

Mr Jason Pun
Assistant Government Chief Information Officer (Cyber Security and Digital Identity),HKSAR Government

Mr. Jason Pun is the Assistant Government Chief Information Officer of the Government of the Hong Kong Special Administrative Region.  His main work focuses are cyber security and digital identity.  He is responsible for, among others, participating in the formulation and management of government information and cyber security policies and incident response mechanisms, promoting awareness of cyber security, overseeing the provision of electronic identity, formulating standards and practice of public key infrastructure and advising on new information technology development and its adoption in the Government.

Mr. Pun joined the Government in 1987.  Since then he has assumed various duties including the implementation of various government internal ICT systems and shared services, the development of guidelines and best practices in ICT project delivery, ICT industry development, ICT co-operation with the Mainland and overseas economies, and the promotion of digital inclusion in the community.  

From 1987 to 2003, Mr. Pun obtained a Bachelor of Science degree in Computer Science (The Chinese University of Hong Kong), a Bachelor of Laws degree (Manchester Metropolitan University), a Master of Arts degree in Public Policy and Management (City University of Hong Kong), and a Master of Laws degree in Information Technology Law (The University of Hong Kong).

 

Mr Tam Yat-keung, Jimmy
Assistant Commissioner, Customs and Excise Department

Mr. Jimmy TAM joined the Hong Kong Customs and Excise Department in 1988.

During his 30-year service in Hong Kong Customs, Mr. TAM has been working in a wide spectrum of Customs work, including intellectual property rights protection, land boundary control, human resource management, development of information technology systems and trade facilitation programmes.

 Mr. TAM has taken up the current appointment as Assistant Commissioner (Excise and Strategic Support) since 2015, taking charge of revenue protection and excise control, planning and development of major departmental projects, information technology development, supply chain security management as well as international Customs liaison and cooperation.

Dr Winnie Tang
Co-Founder, Smart City Consortium

Dr. Winnie Tang JP is an Honorary Professor in the Department of Computer Science at the University of Hong Kong (HKU), she is one of the locally-bred IT entrepreneurs of Hong Kong. Dr. Tang has over 20 years of experience in the Information and Communications Technology (ICT) industry. Dr. Tang is the Founder and Chairman of Esri China (Hong Kong) Limited, an international office of Esri which specializes in Geographic Information System (GIS) technology, and is among the top 50 software companies in the world.

Over the years, Dr. Tang promotes technological and social developments by writing articles and serving the society.  She also shares her views regarding conservation, smart city and entrepreneurship to instil in positive attitudes to the community.  She has published ten Chinese and English books and over 400 research papers, newspaper articles and journals.  Some of her current major appointments include Member of Antiquities Advisory Board; Founder and Honorary President of the Smart City Consortium; and Board Member of AeHIN (Asia eHealth Information Network) etc.

In recognition of Dr. Tang’s works, she has been awarded the Distinguished Alumni for HKU Faculty of Science in 2009, the Ten Outstanding Young Persons in 2006, the Women of Influence – Young Achiever of the Year Award by the American Chamber of Commerce in 2004.

 

Mr George Tee
Chief Technology Officer, Hong Kong Science & Technology Parks Corporation

Mr. George Tee joined Hong Kong Science and Technology Parks Corporation as Chief Technology Officer on 1 February 2017. He is responsible for shaping the development strategy of technology clusters and application platforms, as well as overseeing the laboratory services and HKSTP’s IT team. Working closely with the executive team, George plays a critical role in strengthening the I&T ecosystem in Hong Kong Science Park. He and his team will be responsible in bringing in reputable companies and technology to the Park.

George has over 20 years of experience in business technology and operations with proven leadership in driving transformation and enhancing corporate agility and efficiency. Prior to joining HKSTP, he was previously Operating Executive of Silver Lake Partners, a leading global technology focused private equity firm, advising and steering multiple portfolio companies to pursue strategic goals. George had also held senior executive positions of various companies, including Vice President of management system and operations with Allyes Holding - a leading digital marketing technology company in China; Executive Chief Information Officer of GE Corporate Asia; Chief Operating Officer of GE Capital Greater China and IT Director of GE Money Japan. George also worked for McKinsey& Company in Singapore.

George graduated with honors from The University of Hong Kong with a Bachelor of Engineering in Computer Engineering.  

He serves as Technology Development Committee of FHKI; Honorary Advisor of Hong Kong Electronics & Technologies Association; and Mentor to The HKFYG Entrepreneur Mentorship Scheme by The Hong Kong Federation of Youth Groups; members of HKTDC Belt and Road Committee Digital Silk Road Working Group; University Grants Committee - member of the Computer Science / Information Technology Panel for the Research Assessment Exercise 2020.

 

Mr Bill Wong
CTO, Digital Transaction Limited

Bill recently joins Digital Transaction Limited (DTL) as CTO. DTL is a blockchain technology and service provider that aims to create a Blockchain Platform/Fabric to establish a network of trusted organizations intended to deter malicious attempts, validate new transactions quickly, and satisfy the concerns of the regulators and government bodies; and to integrate the Platform/Fabric with API from certain vertical markets that would be available to the public for adoption.

Bill founded Tardigade Limited in 2015 and acted as CEO until 2018. Tardigade engaged in the business and technologies of high-throughput satellite (HTS) broadband communications.

Bill was the founder and Vice President of the Wireless Access Group (WAG) at the Hong Kong Applied Science and Technology Research Institute Company Limited (ASTRI). WAG developed commercial WiFi infrastructure products with smart antenna technologies. The WAG was successfully spun off from ASTRI to form Altai Technologies Ltd. During his tenure at Altai, he held many different positions as CTO, VP of Engineering, Head of China Sales, and CEO. As Altai CEO, he turned a money loosing business into a profit generating business in less than two years; and with a few successful product launches. Altai has developed its patented long range WiFi technology that can dramatically improve the WiFi signal coverage while minimizing interference from other signals broadcasting within the 2.4GHz and 5GHz unlicensed frequency bands.

With over 20 years of experience with advanced technology and product development for wireless communication systems, Bill brings with him a successful track record in wireless startup businesses from Silicon Valley. He co-founded Silicon Telecom in Palo Alto, California, which specialized in PACS and PHS smart antenna base station equipment. Bill then co-founded Adaptive Telecom Inc. (ATI) in Campbell, California, as Vice President for Research and Development, developing smart antenna technologies for CDMA. After successfully demonstrating a smart antenna system, ATI was acquired by a NASDAQ-listed company, delivering a thirtyfold return to its VC investors.

Bill owns over 25 US patents and has several pending. He has a B.S. degree in electrical engineering from Rose-Hulman Institute of Technology, and M.S. and PhD degrees in electrical engineering from Stanford University.

 

Ms Esther Wong
Managing Director, Strategic Investment, SenseTime

Esther Wong is the Managing Director of Strategic Investment of SenseTime, overseeing the company’s strategic investments. She is also a founding partner of SenseTime’s AI fund with asset under management (AUM) of RMB 5bn. She plays a leading role in establishing business relations with long-term strategic partners to create a SenseTime-centered AI ecosystem.

Before joining SenseTime, Esther has gained more than 20 years of extensive experience in investmemt and financing. She previously ran Equity Capital Market in BOCOM International (China’s fifth largest bank), where she was in charge of overseas IPOs and equity placements. Esther began her career as an analyst on Wall Street with ABN AMRO; her last role in New York as Head of Sales and Trading of Cazenove Asia (acquired by J.P. Morgan) whereby she was the first Chinese and first woman to be appointed that position. She moved to Hong Kong in 2006 to support launching of CICC’s US office, and in the process, rated as one of Greater China's Top Institutional Sales by Asiamoney 5 years in a row.  

Esther received double bachelor’s degrees in Economics and Political Science in SUNY Stony Brook. She also holds an associate’s degree in Hospitality Administration in Glion Institutes, Switzerland.

 

Mr Perry Wong

Perry is a Managing Director in GOXD technology Limited and he has extensive experience in innovative business model, branding and product management, innovative product design and engineering management, product marketing and sales operations in respect of the consumer electronic products and accessories. Perry got several international product design awards, such as iF design GOLD awards, iF design award, Red dot design award and Hong Kong Award for industries – Grand Award. Prior to joining the Group, he held various senior positions in listed companies of product management, Perry holds a bachelor degree in Computer Engineering and a master degree in Electronic Engineering with Business Management. Perry is the associate member (AHKIoD) of The Hong Kong Institute of Directors.

Mr Roger Wong
Assistant Director/Development (Acting), Water Supplies Department

Ir Roger WONG obtained his first degree in civil engineering from the University of Hong Kong. He has professional qualification in civil engineering.  He joined the Hong Kong Government as an Assistant Engineer in August 1992, and since then his career has been closely associated with the development of Hong Kong’s infrastructure.  He has served in the Highways Department, the Civil Engineering and Development Department, and the Works Branch of the Development Bureau.  He is currently the Assistant Director of the Water Supplies Department.

Professor Enboa Wu
PhD,Associate VP for Knowledge Transfer and Dean, The Hong Kong University of Science & Technology

Prof. Enboa Wu joined the Hong Kong University of Science and Technology (HKUST) in 2015 as Associate Vice President for Knowledge Transfer (AVP-KT) cum Dean of Fok Ying Tung Graduate School (FYTGS). He is leading innovation and entrepreneurship endeavors at HKUST, and overseeing HKUST R&D platforms in Shenzhen, Guangzhou, Foshan and Zhongshan. He is also Professor of Engineering Practice in Department of Electronic and Computer Engineering.

Before joining HKUST, Professor Wu devoted 10 years in Hong Kong Applied Science and Technology Research Institute (ASTRI) where he was the Vice President. Under his leadership, his team granted 300 invention patents amounting to 60% of ASTRI’s total, and was ranked top in ASTRI’s 5-year Review by Innovation and Technology Commission (ITC) in 2013. In total, his team spun off 6 startups and created 20 CEOs/founders/co-founders.

Prior to joining ASTRI, Professor Wu devoted 15 years as a professor at National Taiwan University, and was also Deputy General Director of ERSO/ITRI in Taiwan to help strengthen Taiwan’s world-class advanced packaging and flat panel display industries.

Professor Wu received his PhD degree from the University of California, Berkeley. He is a fellow of IEEE and ASME.

 

Mr Peter Yan

Mr Peter Yan is the Chief Executive Officer of the Hong Kong Cyberport Management Company Limited. As the CEO of Cyberport, Mr Yan will lead the digital technology flagship to focus on fostering industry development, enterprise transformation and talent cultivation to realise Cyberport’s vision to create new impetus for Hong Kong’s new economy through digital technology.
    
Mr Yan has 32 years of experience in the information technology industry and is a fellow of the Hong Kong Computer Society. Prior to joining Cyberport, Mr Yan was the Executive Director and Chief Executive Officer of SUNeVision Holdings Limited; and had held various senior management positions in large consulting and information technology services companies including Accenture, Tradelink Electronic Commerce Limited, and Computer and Technologies Holdings Limited. Mr Yan has been active in public services especially in the areas of talent development and digital technology industry development, serving as advisors to the Chinese University of Hong Kong, City University of Hong Kong and University of Hong Kong, as well as the Board of Cyberport from 2011 to 2017.

Mr Yan holds a Bachelor’s degree in Business Administration from The Chinese University of Hong Kong, and received Executive Education from the Harvard Business School.

 

Mr Andy Yeung
Assistant Director (Headquarters), Hong Kong Fire Services Department

Mr. Andy YEUNG joined the Hong Kong Fire Services Department (HKFSD) in 1992.  During his first six years of service, he held a variety of operational posts at Station and Divisional levels with an emphasis on firefighting and emergency response.  He also served a tour in the then Fire Services Training School (FSTS) between 1998 and 2003.  From 2003 to 2007, Mr. YEUNG served in the New Projects Division of the Fire Safety Command responsible for formulating fire safety requirements and vetting fire engineering submission of new buildings as well as infrastructure developments of Hong Kong.  Following promotion to the rank of Assistant Divisional Officer in 2007, he worked as the Station Commander of Kowloon Tong Fire Station and later posted to Planning Group of Fire Services Headquarters (FSHQ) responsible for planning and development of HKFSD’s projects encompassing new Fire Stations, Ambulance Depots and redevelopment of the Fire Services Training School.  On promotion to the rank of Divisional Officer in 2011, he was seconded to the Security Bureau as Assistant Secretary for Security to assist in the operation of Emergency Monitoring and Support Centre of Hong Kong Special Administrative Region Government and emergency-related liaison.  Mr. YEUNG took command of the Technical Study Unit of FSHQ responsible for studying the feasibility of replacing the existing command and mobilizing system of HKFSD in December 2013.  In December 2016, he has taken up the post of Assistant Director, Headquarters Command.

Mr. YEUNG holds a Bachelor's Degree in Engineering and a Master's Degree in Public Sector Management.  He is also a member of the Hong Kong Institution of Engineers (HKIE) and Institution of Fire Engineers (IFireE) and a Registered Professional Engineer (RPE).  He has attended development programs at various prestigious institutes, including Executive Leadership Programme at the Australian Institute of Police Management (AIPM), Advanced National Studies Programme at the Chinese Academy of Governance, Advanced Management Programme at INSEAD and Senior Executive Programme in Disaster Management (SEPDM) organized by the Singapore Civil Defence Force (SCDF).

Gabrielle Zhang holds a PhD degree in Electronic and Computer Engineering with 5 years of R&D experience in wireless system (4/5G). Since May 2016, she has been closely followed 5G standardization to obtain solid and comprehensive knowledge on physical layer of 5G systems. She is a key inventor for 12+ US patents granted/filed since her joint in ASTRI 5 years ago. She also attains strong theoretical background from PhD study and has published 5 papers on top transaction/conference in the area.
